Detailed OverviewSupporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: The Lead, Facilities Planner assesses clinical service delivery operational parameters and applies knowledge and research of industry references/standards to define and document space and infrastructure requirements that inform the design and construction of the built environment. Works with clinical operations leaders to ensure that models of care for clinical services and programs are well defined, and ultimately ensures creation of functional clinical space. The role requires a broad and deep understanding of healthcare delivery across the spectrum of services, plus the skills and knowledge to document the complexities and interrelationships across different services; including support services. Accountable to develop networks and build alliances to influence at all levels of management and cross-functional areas, including but not limited to, clinical quality, equipment planning, finance, operations and information technology as well as regional corporate support services such as Infection Prevention & Control and Safety & Well Being. ResponsibilitiesLeads the development and documentation of space and infrastructure requirements (the Functional Program and Fraser Health Space Standards); this includes research, interpretation and application of facilities planning standards and requirements to Fraser Health clinical operations.Provides leadership as a specialized resource on clinical facilities design.Works in close collaboration with clinical and operations teams of physicians, leaders and other health care professionals to identify program and service requirements; reviews and integrates service delivery models, clinical standards and operational guidelines for each of the assigned clinical services.Works with design consultants and other external stakeholders to plan and design the built environment for healthcare service delivery. Ensures the built environment includes corporate standards through participation of corporate subject matter experts in planning/design.In partnership with the Director, identifies and establishes appropriate team structure(s) and membership for initiatives including champion, clinical working, advisory or steering committee(s) and delivery and implementation teams.Identifies and coordinates key partner strategies; leads clinical partners in the planning and design of facilities; leads and coordinates meetings with user-groups/partners to gather operational requirements and document requirements for the built environment.Leads the planning and execution of space mock-ups and simulation scenarios to test space solutions and support operational readiness. Contributes to maintenance of the Fraser Health Space Standards database.Assesses and articulates the impact of initiatives from a systems perspective and manages the impacts and interdependencies with other initiatives across Fraser Health. Applies processes and undertakes activities for application of evidence-informed decision making where project constraints and/or conflicts arise.Facilitates development of clinical service delivery operation models and operational parameters required for functional programming.Conducts post-occupancy evaluation of the built environment to assess the impact on the organizational objectives for clinical service delivery (operations) and patient outcomes. Assists clinical leads in development of operational performance outcomes and metrics.Creates and manages project documents capturing planning/design decisions related to the built environment and clinical operations.
