Job Function: Provide regulatory coordination services and administer support to directly assist Senior Regulatory Affairs staff in regulatory approvals and in efficient administrative support for the regulatory business functions. Prepare summary reports of regulatory proceedings to guide Regulatory Affairs staff and other internal Hydro One parties to determine the role that Hydro One Networks should take in these proceedings. Respond to internal and external requests for information. Assist the VP and CRO in preparing the annual budgets and business planning process for Regulatory Affairs. 1.Supervise, plan and organize work group activity. Schedule and assign work to staff with instructions, direct them on their problem areas and review and evaluate their performance. Develop and implement work procedures and systems required. Make effective recommendations on human resource matters including interviewing and selection of candidates and handleroutine human resource problems. Establish performance measures and perform reviews. Provide clear expectations and meaningful feedback.Provide guidance, assistance and support to staff in the resolution ofpersonnel problems and establish and maintain a healthy and safe work environment. 2. Coordinate Hydro One#s participation in regulatory proceedings through timely filing with the Ontario Energy Board (#OEB#) and with registered Intervenors all of the Company#s evidence in support of its applications and help address issues and concerns as they relate to ensuring proceedings are duly constituted. 3.Maintain a catalogue of filing requirements and deadlines to ensure that all filings, responses and interventions are made by the dates legally required and assist to ensure that Company witnesses are properly prepared for appearance by providing all supporting evidence and assisting with the management of application material for witnesses. 4.Arrange and coordinate publication of legal notice, service on the OEB and other interested parties and creation and filing of affidavits that apply to the legal constitution of proceedings. 5. Coordinate filing and process support for regulatory proceedings and for regulatory data reporting by acting as the regulatory contact for liaison with the Office of the Secretary for the Ontario Energy Board. Assist with developing processes for and ensuring proper routing of incoming electronic and paper-based regulatory documents and filings. Ensure compliance with regulatory electronic filing standards and procedures. 6. Be familiar with OEB decisions and understand the linkages and relationships between proceedings that could have potential impacts on Hydro One. Prepare screening summaries of OEB decisions for circulation to Regulatory Affairs staff and other relevant parties in Hydro One to assist those parties in determining Hydro One#s role with respect to participation in those proceedings. 7. Respond to requests for information from Regulatory staff, from other internal Hydro One parties and from external parties. Conduct research and analysis on regulatory precedent in Ontario, other Canadian and foreign jurisdictions. Prepare a range of correspondence, email or written documents to respond. 8.Coordinate filing of the quarterly Electricity Reporting and Record Keeping Requirement (RRR) by consolidating information from many different Hydro One departments. Once the information is gathered a review of the information must be completed to insure there are no discrepancies. The RRR filing is completed for Hydro One Distribution, Hydro One Transmission and Hydro One Remote Communities. Assist with the review of Hydro One Brampton#s RRR filing. 9. Coordinate proper functioning and maintenance of various Regulatory databases and IT systems including the Intervenor database, Regulatory Document Management System (SharePoint based) and the Regulatory Affairs Stakeholder and Intervenor Database (RASID). 10. Administer SAP training for all Regulatory Affairs staff as the Poweruser of the division. Be available for any SAP support needs the division may have. 11. Assist with regulatory related procurement by organizing information and supporting documents necessary to initiate and complete required analysis of alternatives and in order to issue Material Requests. Coordinate business inputs and work with supply management services buyers as necessary to obtain required Blanket Purchase Orders, Release Purchase Orders. 12. Assist the VP and CRO in preparing the annual budget and business planning requirements and submission documents. Prepare and monitor monthly budget and financial performance for Regulatory Affairs. Respond to requests for analysis on cost trends and cost anomalies. 13. Provide direct supervision and leadership to PWU staff and others as required. Ensure and develop as required supervised staff capability to do the required work. Provide other administrative training to Regulatory Staff as required. 14. Perform other duties as required. Selection Criteria: Education : Requires knowledge of finance to evaluate and interpret regulatory issues and analysis of regulatory cost trends. Requires knowledge of computer technology to maintain various regulatory databases and IT systems to produce regulatory reports. Requires a good knowledge of English and communication skills to effectively communicate both orally and in writing with all levels of management, regulatory stakeholders, Intervenors and the general public. This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years) Experience : Requires experience with regulation of energy utilities including preparation of documents, familiarity with regulatory process and oral public hearings before administrative tribunals. Requires experience of the full range of regulatory document types including filing and purpose of affidavits. Requires experience with the various sources of regulatory procedures, practices and terminologies. Requires experience of the broad construction of the electricity regulatory framework in Ontario and the key stakeholders to effectively communicate with internal and external contacts. Requires experience with various computer software applications to produce various regulatory reports. Requires experience with preparing budgets and with monitoring costs against prescribed budgets.A period of over 6 years and up to and including 8 years is considered advantageous to gain this experience.
