Are you interested in leading teams of Inspectors, Construction Contract Administrators and other staff? Are you well versed in heavy civil construction? If so, Parsons has a great opportunity for you to join us on a significant capital improvement program.In this role, you will plan, schedule, supervise, and exercise administrative authority over the construction contract administration team. The successful candidate controls contract administration resources and activities in the oversight of construction projects. The Project Manager must be capable of managing a project valued up to $50 million in total construction cost.Opportunity:The Project Manager will be responsible for administration and oversight of various construction activities on MTO and other municipal projects. This includes writing work plans, estimating construction costs and reporting project status throughout it's lifecycle. The Project Manager will be the link between the client and the construction project while providing leadership to the CA team. This position will report directly to the Regional Program Director. In this role you can expect to:Provide construction oversight and administration to ensure a quality construction product that adheres to design specifications and standards.Collaborates with construction contractors to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees.Oversees the contract administration documentation, design drawings and specifications, back-charge documents, change orders, etc.Makes decisions regarding long-range planning, scheduling, budgeting, work priorities, and personnel. Provide advice on field engineering procedures, construction methods, and financial matters to managementPlans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements.Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders.Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.Performs other responsibilities associated with this position as may be appropriate.Still interested? Also requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and performing in a lead capacity on a project. Qualifications: Bachelor's degree in Project Management or Civil Engineering related technical/business field10+ years of related engineering management experience on large scale programsIncumbent should have a broad general technical and business background. Professional registration with PEOMust have the ability to manage projects, interface with clients and enjoy being hands on technically in the project. Our Project Managers get very involved in the designs on the project. Comprehensive knowledge of industry standards Incumbent must meet Parsons' project management certification requirements. Proven ability to perform in a management capacity, excellent written and oral communicationsMust be able to meet customer security requirements. Have you successfully worked with Project Managers and Construction Managers on ensuring infrastructure meets project requirements? Parsons is currently seeking a Construction Contract Administrator to work with our Senior Project Team on large scale Infrastructure projects. In this role, you will:• Administer the construction contract on behalf of the owner/client, typically for a government agency/municipality • Verify that the construction is done in accordance with the contract documents and specifications• Administer payment and resolving claims with the contractor• Prepare reports, usually of a financial nature, relating to contract costs, incremental contract funding, number/dollar value of contracts received in given time-period, and project status reports.• Monitor the progress of the work and provide updates to the owner.• Resolve construction issues through the RFI, Site Instruction and Change Order Processes• Overseeing the Quality Assurance program and administering Non-Conformances to the work• Supervise the inspection and administration staff working on the project • Perform other responsibilities associated with this position as may be appropriate.A combination of the following education experience is required:• Degree or Diploma in Construction Management or Civil Engineering, and/or combination of related experience• 10+ years of experience in construction administration• PEO or OACETT registration in good standing• Knowledge of the Contract Administration requirements • Knowledge of applicable design standards, OPS specifications, standard drawings, and quality control / quality assurance material testing methods.• Knowledge of the application of transportation construction practices and methods including the applicable quality assurance procedures• Proven analytical, communication, and negotiation skills.• Effective organizational and interpersonal skills.• Ability to utilize computer software such as MS Word, Excel, including experience with specific software and with material payment calculation methods.• G License requiredThe successful candidate will have the ability to prepare memos and technical reports. Project filing, updating documents, document control, archiving and management. Reviews and distributes project documentations. Communicates information accurately, and timely to various teams and partners. Creates and manages project directories. Coordinates and schedules meetings. Organizes and reviews permit documents. Attends meetings and produces and distributes intake notes. Supports coordinators and project managers with general administration as required. THE REQUIREMENTS Post secondary degree or diploma in a related field. 3+ years of administration experience, 1+ year of experience in construction or engineering is an asset. Experience working with a variety of professional services - engineering, developers, GC’s or word frame/concrete high-rise experience is all relevant and an asset. Experience working in a project-based organization. Must be an excellent communicator. Proven ability to meet deadlines. Must be detail oriented and produce high quality documentation, accuracy and attention to detail are required. The ability to follow directions is required. Willingness to contribute to team projects. Organizing and reporting on workflow and progress in a previous role is desired. Intermediate - advanced computer skills are required. Must be able to prioritize tasks and be flexible to changing priorities. COMPENSATION Annual salary range $60,000 - $80,000 based on experience. Excellent benefits after probation. Generous vacation.
