Senior Quality Assurance Specialist to test COTS and Owned Software

Background The National Aerospace Planning Process (NAPP) Integration Project will enhance the operational effectiveness and Command and Control (C2) capabilities for RCAF commanders at all levels by integrating the National Aerospace Planning Process Integration Capability (NAPPIC) application with other RCAF C2 tools, specifically the Unit-Level Tools (FlightPro), the Aerospace Planning Tool (APT), and the Request for Effects (RFE) application. The project will create a software environment where information is entered once as close as possible to its source by the primary and authoritative user, and used repeatedly as required. This reduction in data duplication and multiple data entry will increase data integrity and provide information to decision makers with less staff effort and in a timely manner. To generate this environment, a system integrator (AFMIS) will be developed and will manage the data flow, replication, and integrity between the RCAF C2 systems. Currently, the NAPP and C2 processes are conducted through the use of several isolated and independent systems. AFMIS is a DND-built system that integrates the major applications used in the National Aerospace Planning Process (NAPP). It is a system that is interoperable where DND can manage or interact with other systems (Owned or COTS), that is resilient and flexible with no single point of failure and where data can be replicated scaled in different data centers as needs change. Appendix 2 provides a brief overview of the AFMIS environment. When AFMIS reaches steady state, it will have the following attributes: In-Service Support - “3-Tier Concept”. The AFMIS team will support, configure, test, install and provide training for the AFMIS software, as required, as well as ongoing maintenance software releases. The AFMIS software will consist of various modules as well as some 3rd party software products. The In-Service Support (ISS) services for the AFCCIS capability follows a 3-Tier ISS framework to assure the reliable delivery of services through the life-cycle of the AFCCIS weapon system. The concept ensures a 24/7 on-call response by DND staff to AFCCIS outages anywhere in Canada and around the world, as needed. The resolution of reported outages may also entail travel requirements for the specialized contractor personnel to locations in Canada; Note. Within this 3-tier framework, the ISS organization is the only authorized body that can access Industry for problem resolution through the award of the separate contracts with the OEM, or with specialized Contractor resources. Training Support. A training program will be developed to encompass both the expanded user base as well as upgrading current users of, but not limited to, the APT, NAPPIC, ULTools and RFE applications with increased functionality of the AFMIS system. The AFMIS team will plan for the installation, checkout, and training of a cadre of operations and support personnel from each site. A ''train the trainer'' concept must be utilized through the use of mobile training teams with follow-up training to be based on the operational tempo. The AFMIS team will update existing training materials when there are changes to the AFMIS software. The AFMIS team will provide these updated versions to the operations and support and/or administration personnel within thirty (30) business days; and Procedures. Where appropriate and as approved by the TA, the AFMIS team will utilize and expand upon existing AFCCIS documents, processes and procedures to carry out tasks associated with the following disciplines: Change and Release Management. Change Control procedures must be conducted in accordance with the current Air Force Information Technology Service Management (AF ITSM) Configuration Management Plan and the current AF ITSM Change Management Procedures; Quality Assurance. The Quality Program consists of an established set of standards, procedures and controls to assess compliance with the AFMIS operational requirements; and Configuration Management. Tests the medical equipment to ensure it is in working order and identifying any arising issues that may require repair;b. Performs minor repairs and troubleshooting to simulation resources and equipment, as specified by manufacturer, including replacing any broken machine parts as well requesting purchase of new parts as necessary;c. Coordinates and supports external vendors with complex repairs and troubleshooting of the simulators, task trainers and other specialized equipment;d. Maintains the MediaSite scheduling system and inventory for FHS programs to ensure all mediasite links are created for faculty and are in the correct folders;e. Archives all MediaSite after each semester is complete;f. Consults with the Education Technology Coordinator on MediaSite site related issues that are not solvable and require external repair by the vendor;g. Liaises and consults with CEIT staff in relation to use, training and maintenance of the MediaSite system and interrelated technologies to ensure they are always up to date with new upgrades/versions of MediaSite;h. Makes changes to existing manuals in the Sim Centre on Mediasite when upgrades or changes take place through CEIT .3. Provides assistance to students and faculty by preparing labs and simulations, setting up and taking down resources and equipment in the Simulation Laboratories, Classrooms, Simulation Suites, Home Health Labs and Therapeutic Communication Studies.a. Prepares all materials for use in the labs and simulations, sets up and dismantles resources, equipment and materials that support the learning experiences, including creating simulated food for the labs, preparing simulated medication and vials, preparing the task trainers according to faculty specifications, preparing forms and labels for the skill set up, preparing IV lines according to faculty specifications, stocking all the medication, isolation and crash carts, etc.b. Revises, maintains and updates all lab materials to ensure that medications, amounts, types, patient information, and scenario-based information is complete and accurate;c. Develops process related lab manuals for the use and programming of simulators and other equipment in the Health Sciences Simulation Centre; as well as lab requisitions with specific healthcare related supplies and equipment requirements;d. Develops and implements training for students, faculty and external stakeholders on Simulation Centre safety protocols and processes;c. Ensures student compliance with safety procedures in the Simulation Laboratories, Simulation Suites and Home Health Labs, including safe disposal of sharps and other tools; and reporting any unsafe student practices to faculty.5. Conducts simulation programming and testing, as well as collaborates with faculty and external stakeholder in scenario development and implementation; provides expertise and training on various simulator technologies. a. Serves as simulator operator by programming, testing and running scenarios with faculty instructors and external stakeholders, ensuring that the facility and equipment are appropriately set up for teaching sessions;b. Participates in complex event and scenario planning meetings with faculty instructors and the Experiential Learning Coordinator to provide technical expertise on the capabilities and limitations of equipment and facilities, and provides support on the development, evaluation and revision of patient simulation experiences to meet course needs and ensure all supplies and equipment are ready for lab and simulations, working directly with the faculty during the simulation and making changes as needed;c. The successful candidate should have a tracking record of designing, developing, and delivering technical training content in automotive, transportation, aerospace, or similar industry. Your primary focus will be on ensuring that the content aligns with the Ballard Academy goals and objectives, particularly in supporting our customers. You will collaborate closely with various stakeholders and subject matter experts (SMEs) to identify training needs, develop effective training strategies, prepare training material and architecture, and implement training courses that align with the company goals. This role is pivotal in ensuring that the workforce, OEM, end users and external partners are well-equipped with the technical knowledge and skills needed to contribute effectively to the company's success in the rapidly evolving field of hydrogen fuel cell technology. Responsibilities: Develop clear and concise learning objectives aligned with customer needs and Ballard Academy goals. Design and develop technical training programs, courses, and materials. Ensure accuracy, relevance, and currency of training content incorporating industry trends and best practices. Collaborate with stakeholders to implement and deliver training initiatives successfully. Provide guidance and mentorship to trainers and team members. Develop technical training modules for different skill levels. Create engaging and interactive content by using the ADDIE model. Work closely with cross-functional teams for accurate and timely content. Strategize with stakeholders and SMEs for effective training solutions. Conduct training sessions via various delivery methods, customized for the audience. Explore innovative methods like VR/AR to enhance training. Collaborate with vendors for VR/AR technology in training programs. Qualifications: Relevant technology Diploma in engineering or science. 3+ years of experience or equivalent combination. Proven experience in designing, developing, and delivering technical training in automotive, transportation, or aerospace industries. Excellent communication and presentation skills to convey technical information clearly. Strong understanding of instructional design principles and adult learning theory. Ability to work independently and collaboratively in a dynamic global team environment. Strong project management skills to handle multiple projects and meet deadlines. Effective collaboration with cross-functional teams and stakeholders. Hands-on experience with shop tools. Strong critical thinking, problem-solving, time management, and organizational skills. Be able to travel to customer sites for training delivery (~10% of time) Nice to Have: Familiarity with Articulate360 and Canva or similar tools. Certification in training and development or related fields. Experience with technical instructional design software and e-learning authoring tools. Prior experience with hydrogen fuel cell systems or other automotive powertrains. Experience with 3D CAD software like Creo or SolidWorks The typical hiring range for this position is $70,000 - 93,800.
